Regarding why the Octarians wouldn't use mass water-based tactics (i.e. water drops and flooding) to wipe out the Inklings: presumably, it is just as dangerous to them as it would be to the Inklings, since both were warring over reduced landmass from rising sea levels. If there's already not...
