depends on the magnitude of each of them, no one has hard numbers on that yet

Stealth Jump + Quick Jump = Stealth Jump with normal Jump Speed i guess

I wonder: could you use two of one perk for a double boost?

Maybe you can't mix certain gear abilities.

Somehow I feel like this is the most likely situation. There are probably certain abilities only some pieces of gear can unlock. Probably at least.

Very neat, some of these do seem very situational though. I await to see how these will affect the gameplay.
