Everytime I rerolled a piece of gear, I would get run speed up like 2 times. Are there certain gear that have a higher percentage of getting certain abilities or is it just bad luck?

Hey what's up y'all?! Just found out about this place and am getting pretty hyped. I'm only a B- rank right now :/ but learning more skills and will be working my way up. Once I get to S+ I would like to get more competitive in my playing! But I don't think many would want a B- on their team...
