ever since it got its 1 shot combo, it has been very, VERY strong. however most people don't use it because its a very very very difficult special that just isn't consistent rn even at the highest of top level
easily s2's. the only flaw with s2's x-rank system imo was the poor matchmaking (which isn't even the ranking system's fault.) the poor matchmaking is what led to the +0.0s and the -100s.
s2's letter ranking system also clears s3's by far
the s1 testfire randomly appeared on my wii u home screen at some point, so i looked up the game on yt and started hyperfixating on it
i "quit" during s2, and then 2 years later i saw an octo expansion video from chara, so i decided to replay oe, then tried multiplayer again. i continued...
the best way to play comp at any level is to play in scrims. sendouq is great for if you dont have a full group of 4 to play with, or if you're looking for a set last minute. if sendouq had a larger playerbase it'd be great for new players especially, but honestly its best to just play normal scrims
part of it is the consistency stamper has over slosher deco, as @youre_a_squib_now pointed out. but also stamper as a main weapon is just stronger. more range, slightly faster use time (in terms of horizontals), better paint, and better damage (+ very high object damage).

i changed mains like a million times when i played casually between s1 and s2. late s2 i played grim range, kdynamo, and vmini/zmini. going into s3 i replaced range with stamper, and dropped dynamo in place of slosher, when eventually evolved into tri nouveau and vmachine when i got more into...
