IIRC, alcohol consumption was mentioned multiple times in developer interviews. At least one in-universe song was composed in a drunken stupor. Flow the sea slug merchant likes drinking with young people. (RotM spoilers) If the parallels between humanity and sea-ciety tell us anything, the water breathers probably latched onto alcohol just as readily as any other human tradition.
