If you were to really stay true to your words about that statement, wouldn't players between B- to A- be a better rank cap?

We're not really higher leveled though, I suppose? Like, ack. There's teams like Notorious and Chimera that I'd say are higher leveled. We're more lower in the skill sense, not rank, if that makes sense? We're more-so unknown and just not as good as the higher leveled teams.
