Amiibo Gear Abilities

So I just completed the first set of Roller challenges, and I'm level 10. When I got the samurai helmet it came with 2 additional ability slots.

Does the amiibo gear always come with 2 slots? Or is it dependent on level?

...Should I wait until I'm a higher level before obtaining them?

I'm pretty sure it 2 star no matter what ; I saw level 1 with amiibo gear having 2 star
