like quag mentioned one of the nice things about rail cheese is that the person targeted/on the rails can still pop out and throw bombs, so it's not
quite as disadvantageous as wall clinging is. And being able to go to the other side to reliably keep the area clear while the rest of the team throws the eggs that have piled up is nice to be able to do. It can be difficult to coordinate in freelance and at higher hazard levels there's less room for error, but that's true of everything else in salmon run I guess.
Sometimes depending on the comp (like if you have a roller or other way to clear them quickly) staying near the basket for short periods can be advantageous, especially at higher quotas when depending on rail cheese alone starts to get risky time-wise. But it is also risky in and of itself with such a small area and you have to stay very alert to know when to drop down/retreat to the rails so the whole crew isn't wiped out. Nothing is foolproof so you just kind of just end up doing your best and hoping for the best.
There's an example here of a solo freelance group doing glowflies at HLM (around 26:45 if the time stamp doesn't work) and while it's messy, as freelance often is, they seem to still rely primarily on rail cheese while also killing some at the basket when it makes sense. Even with a number of deaths it works out for them. So I think rail cheese really is the primary strat, while still taking any opportunities to kill them at the basket when they arise if you're in a position to pull it off fairly safely/reliably.
