How do I order equipment in the plaza?

In the Splatoon direct they confirmed that if you see a gear that you like on an inkling in your plaza (through miiverse) you can order the gear, I cant seem to find that option
Help?

You might need to rank up a bit. If I'm not mistaken, Spyke doesn't talk to you until you reach level 4.

Well I'm already level 8 and I don't see any ordering option

Talk to Spyke, then talk to anyone and hit Y. :)
