Hello,
so I've bought a Wii U with the game Splatoon recently and so far I've been enjoying it.
However, I have noticed that the cursor in Splatoon is always going up and down although I am not tilting the gamepad at all.
Even when I put the gamepad on a table the cursor still moved up and down very slighty.
Is this normal or is my gamepad broken?

That happens to me when I'm aiming at the ground with a long-range weapon. Because of third-person view and angles and such it amplifies gun movement due to your inkling's animations.

Maybe it is just the nature of motion controls. Depends how significant it is.

I think it depends on how much you tilt the gamepad. If you move it enough, it will start to re calibrate itself. I think it will also re calibrate after you respawn. Just try to use the Y button a lot

Okay, I guess it's normal then.
It doesn't get in the way, but it felt weird.
Manually recalibrating or pressing the y-button didn't end it though, so I have to live it now.

You can try tapping the back and front of it to see if that fixes it, sometimes the gyroscope can get knocked out of alignment even just a little bit and that causes wonky things like this to happen. They're also very sensitive pieces of equipment too and slight bumps and jitters could be caused from your own heartbeat being transmit through your hands into the controller.

I had this issue, and it annoyed me so bad i just flat out turned the motion control off.
