It's probably because Japan got the game earlier than the other regions.

I've gone against some japanese people that are way ahead of the meta, so I would not be surprised if these were the overall best players. For example, I played a match where at the end, a japanese person literally used the krakon after I used a bubbler in order to blockade the top area on saltspray rig. After the game was over, I noticed they had 3 squid beacons scattered in that top area. This seems to be the best strategy to use on this stage thus far, and I have only seen it done by the japanese, just saying.
