Spyke changing gear abilities

I have a hat I really like I extended its abilities and tried swaping them with those I want though I have the same ability twice and it always swaps those two to the same one... Is it a coincidence or is the swapping made by turn every attack to defence and turn every defence to ink saver and all of those?

Every piece of gear is made by a manufacturer, and each manufacturer may have a "higher chance" for certain abilities.

In the case the manufacturer Krak-On, you have a +500% chance to get Swim Speed Up as a sub ability and a -50% chance to get Defense Up.
