According to this thread, this song plays during Splatfest battles. I suppose it could be considered "new" because NA and EU haven't had Splatfests yet, thus we haven't had a chance to play to this song, but it was already discovered some time ago.

Cute, though not as awesome as the Final Boss one. That one hit the atmosphere of the fight, during the fight, really well. It's like "You're almost there! Kick some ***" and it pumps you up.
