There needs to be a system to report certain players.

There aren't any cheaters in this game as of right now, but that isn't who I'm talking about. I'm talking about the players that go into matchmaking and walk away from their consoles. I can't tell you how many matches I've lost because of someone on my team joining turf wars and then sitting at spawn the entire match. It takes away from the fun of the game and it isn't fair to the people like myself who try to enjoy each match, win or lose.

Matches don't last very long and the players are removed at the end of the match. A better solution would be to detect inactive players (as well as disconnected ones) and replace them with a simple bot. Doesn't have to be anything fancy but anything's better than them just sitting at base.

Possibly make said bot an octoling with the same weapon/gear as the inactive/disconnecting player?

That is a better idea, I agree. I just think there should be some sort of consequence for someone to leave their team high and dry. Not getting points is alright, but if your team wins you still get the 300+ depending if you're in ranked or not.

No, I think it would be better if the opposite team didn't know they were playing against a bot, because then they know they can more safely ignore it or treat it predictably.

Take the Octoling's AI and use them for DC'ed players, but nope. Nintendo is allergic to AI when it comes to this game.
