Why do may websites issue permanent IP bans instead of temporary?

I’ve noticed many wikis permanently ban IP addresses from editing. I try to explain what are the consequences of IP bans and these wikis permaban my own IP address for bothering them. It makes sense to me if you issue a temporary ban to an IP address because this way you prevent disruption without permanently ****ing over everyone else sharing the IP as the disruptive user (especially if it belongs to a school or coffee shop) or the next person to inherit the IP address (if it’s dynamic) but the wikis always say that their IP bans don’t affect people from logging in and editing without a thought that they’re banning innocent people with the IP from creating an account in the first place. This guy also asked why don’t companies use IP bans and when everyone answered, he justified banning innocent people sharing the same IP “because they should’ve taken action to stop the disruptive user and taking no action means they condemn the behavior so deserve the ban too” almost like if someone maliciously pulled the fire alarm in a building to cause trouble, he would justify prosecuting everyone in the building for the false alarm “because they should’ve stopped the troublemaker from pulling the fire alarm”. Banning someone from a Discord server also permabans the IP from joining, and when many people contacted Discord support for this, the nonsensical suggestion was “revoke all bans from the server log” almost like anyone would realistically do this or if they actually did, then rebanned everyone from the server, that won’t ban the current IP addresses of those accounts (if these IPs were banned before)



Like if I created Discord, I’d just allow anyone to set how long they want the IP ban to last (from 0 to 365 days but not longer than that) so that people could IP ban without permanently ****ing over anyone sharing the same IP as the banned user, and I’d allow no IP bans as well because although this isn’t my own server, I saw someone’s account get hacked, the hacked account was banned from a server and he couldn’t get in with his new account and the mods had to unban the hacked account so he could get in before rebanning the hacked account.
