The moment when you buy a piece of gear from Spyke, all sub ability slots are set in stone; but when exactly is the order result set in stone?
If it's when you talk to Spyke (step 5) and you see only 0 or 1 sub, why can't you just do step 6 then go back to step 5 again without waiting another...
About “surprise” shots: another important 2.2.0 change is that the sound effect for activating an Inkzooka is much louder now, even if the opponent is far away. With headphones, the difference is quite noticeable.
How does ordering work for 1-star and 2-star gear? Are the odds the same as with 3-star gear as long as the player unlocked all slots? Just wanting to know if I should even bother ordering non-3-star gear. I'm interested in the “~10 % odds of getting 2/3 subs” method.

It apparently says “in rare cases” so bomb damage to Splash Walls is already handled correctly in the vast majority of situations at the moment; most likely it's a minor bug fix. I wouldn't get my hopes up.

Yes their colour is different, but sometimes you can't see them (behind a wall / obstacle: in this case, only Bomb Sniffer ability can help) or just don't have the time to do so. (To clarify, for the ink sounds, I was talking about regular shots from weapons, not Inkzooka / Inkstrike.)
Similarly, I think projectiles (Splat Bombs, Suction Bombs, Burst Bombs and Seekers) thrown by your team should have a sound effect different from the ones thrown by opponents. I believe it's already like that in the game for ink shots (some kind of windy SFX when you're under an opponent's fire).

I believe we still have no confirmation whether or not you can get the same ability twice / 3 times among the randomly-assigned abilities.
