Interesting that you list the Bamboozlers as a result of their high skill ceiling but not the Cherry H-3. The sub/special and inking potential seems to do a lot for holding ground and supporting, and if anyone could manage its spacing well, it can probably do useful stuff unique to itself.

That's because Swim+ is likely the best single stat you could have on the vast majority of weapons. It's useful even when you're not firing, and when people are shooting at you, they're not swimming, so you still outspeed them in important scenarios.
If you have 3 Mains and 9 Subs of Swim Speed Up, you will swim at 125% of your normal speed (1.25x faster than normal). Ability boosts have diminishing returns, so while one Main will get you to ~107%, a second will get you to ~112%, and so on.

It's the absolute fastest means of dealing damage to the Rainmaker's shield, at least. Inks the ground reasonably well if you have open space, like on Museum, and throwing them from a high point makes lucky splats reasonably possible. It has its niches.
