Are Octarians actually made of ink too?

I've always thought about this... I mean I guess they would be made of ink seeing as they burst similarly to inklings when they're shot at, but if that's true then how is Octavio surviving in that snow globe thing? Snow globes have water in them, right...? And I'm almost positive neither octarians nor inklings can live in water. Unless that isn't water in there...

Man I have been gone for quite some time, but I see this place is still as octo-obsessed as usual.

Snow globes are usually light oil or a glycol/glycerin/water mix.
