Highly debatable topic.
IMO:
Best is Swim Speed Up. Swimming in this game is very necessary to get around quickly and escape from combat. Being able to swim away faster than Sonic the Hedgehog is great. Also helps the Kraken which rocks.
Worst: Last-Ditch Effort
In ranked it doesn't help unless you go the full five minutes, so doesn't work all the time. In Turf War unless it's a close match, you are getting dominated or they are getting dominated. In both scenarios extra ink efficiency doesn't help.
