Does Double Xp Apply To Gear?

I know that Crusty Sean's Seanwich makes a difference to how much experience you get, but does this experience gain also apply to the clothing and what not you have on? I'm just trying to get Ability Chunks and I didn't have the drink for the type of ability chunks I'm getting... So I thought this might work as well?
