I figure that I might as well go through and fix each of the game's infamous bottom tier weapons now that I've done Goo Tuber.
Undercover Brella and Recycled Brella are very different weapons with similar flaws. Undercover has a fast fire rate and good paint, and it can keep firing while its shield is up. Recycled has a tight shot spread and high maximum damage, with a shield that it can launch quickly to close the gap against opponents, and (technically) threaten a combo with the main gun. The problem is that both of these brellas have very fragile shields that can't take much punishment or effectively protect their users in fights, and that don't make up for the weapons' subpar offense compared to non-brellas.
While these brellas' well-below-standard kits certainly don't help their standing, the main weapons' combined lack of effective offense and defense are primarily what hold them back. There are two routes that can be taken to improve these weapons, which is likely why Nintendo hasn't given them any meaningful buffs with regard to either yet; indecision. The first option is increasing their defense; shield durability plus paint or range. I prefer the second option for both of them:
Undercover Brella
Giving Undercover Brella the ability to splat in two shots is an unthinkable buff due to the added power of its shield. As such, I would increase its damage so it is capable of splatting in two shots, and limit this extra damage to only apply on direct hits when the weapon's shield isn't open. The weapon also gets a generous buff to its three-shot damage, reducing the number of pellets required to splat by one and letting it deal 40 damage more easily. Finally, if the user lands a strong hit before opening their shield, the two shots + shield bump combo finally splats. (If only three pellets from the first shot land, the combo instead deals 99 damage, because it's funny.)
Recycled Brella 24
This change may fit within a single line of text, but its implications are massive. Recycled Brella being able to splat in one shot fixes virtually all of the main weapon's problems, giving it the ability to defend itself without its shield, the ability to effectively play off of the trail its shield leaves behind after being launched, and an actual justification for its tight shot spread. With this buff, the weapon's shield being flimsier than a sheet of cardboard would be justified, as the shield would only be a tool to supplement the main gun's abilities.
