He rips you off, but he is a street seller, and if he's getting you the stuff you want, so i guess he's going to charge you a lot since he knows you're after it. Sounds a lot like trying to buy amiibo on ebay/amazon actually xD Crazy prices for rare amiibo!

I believe it's generally used for higher levels anyway, once you're around level 20 $10,000 becomes basically nothing. :)
