I believe that the true villain of Side Order is Acht herself. Here's why:
Acht, or Dedf1sh as she was originally known as, seemed not to care about Commander Tartar's plan to literally exterminate Inklings and Octarians alike and replace them with its own creations. There's also the fact that Acht has been sanitized voluntarily, as in, on purpose just so she can keep producing music. Then for some reason after Tartar has been destroyed, she decides to "help" Agent 8 and Pearl find Marina.
That is extremely suspicious to me, which is how I came to this conclusion:
Acht only pretends to help, but in reality, she wants everyone in the world to be sanitized, starting with unpopular and inconvenient individuals wouldn't help a whole lot, but starting with someone who is personally known and at the same time, extremely popular will indeed help, as that can influence more and more into becoming Sanitized. Acht also knows Marina works with Pearl whenever they produce music, so she will also try to Sanitize her as well. The only thing she hoped didn't come her way this early is someone who isn't popular such as Agent 8, so she devises all sorts of plans to keep Agent 8 from rescuing Marina before she is Sanitized, the first of which is to make Agent 8 get lost in any of the floors or force them to become confused. If that didn't work, she would force Agent 8 to fight in hard-to-survive scenarios. Acht has all the patience in the world since she's already Sanitized.
Also in Octo Expansion, whenever a Sanitized Octarian is splatted, a glitch-like effect plays out, thus why I connect the Sanitization process into Side Order.
