It can be both, Its best used as a zoning tool. Whether you're pushing forward or holding a line, You create an area in which shorter ranged weapons cant enter without being punished.
I consider the .96 Gal a harrassing weapon, which is kind of middle of the road between defensive and offensive. Your main strength is the ranged firepower, so as long as you can keep the enemy at a distance you can play either way effectively (although I prefer to play defensively, but that's my playstyle); and if they do get too close then remember you only need 2 hits to splat them
