This may sound crazy, and in a way, it is. but I have proof. Read on, and share your opinion.
Evedince: In Splatoon 2 story mode you spawn in on a floating island. Next to Marine is a strange shack. Go on both sides of the shack, and look who you find. It's, you guessed it, TarTar. AKA the phone.
Evedince #2: It makes sense. Think about what happened in the cannon lore. Octolings lost the great turf war, and Inklings won. And, Capn' Cuddlefish is often seen in the sunken scrolls that depict this event. He also dislikes octolings as shown in the expansion. Maybe the station was a trap built for octolings in specific.
Keep in mind thos is just a theory, but maybe it could be true. We never DID fond out who created the station...
