Is the current Salmon Run rotation unfair on purpose?

I feel like there's something wrong with this rotation. It seems to throw way too many Flyfish and Stingers for a rotation that has the Dynamo Roller.

I think that's just a combination of bad luck and bad teammates. It's up to everyone to help handle flyfish, but stingers should be handled by other players. If you're in a bad spot and have to deal with a flyfish, it's sometimes better to cripple it by destroying the left (blue) launcher to make its remaining targeting more predictable.
