When I looked at the other Q and A thread, it looked like it only focused on gameplay, so I started this one. If the other one answers other non gameplay questions I will use that one instead.

It's for all kinds of questions. "Why is Octo Valley dilapidated?" is a bit of an open-ended question though, it doesn't have a single definitive answer.
