The Rainmaker carrier having what amounts to an Inkzooka doesn't seem so bad, given two things:
1) The carrier must advance deep into enemy territory, and the deeper he goes, the quicker enemies can get to him, along with a single death meaning he drops it.
2) The Inkzooka, from what I've played, isn't great at covering turf. While it does cover long distances, the trail is rather thin, meaning the carrier must either spend a relatively long time making a safe path, or take a single, quick, but extremely punishable path into enemy ink.
As such, despite his attack power, I think that the carrier will require significant team support to be even remotely effective.
