This is Pancake! He's not too skilled in Anarchy (he only hangs around B-rank) but is an aspiring Salmon Runner. His go-to weapon is the 52. Gal and typically wears Ink-Tinted Goggles (above his eyes when not battling) and the Matcha Down Jacket. (Shoes are ambiguous and can be anything) Many thanks if you decide to draw him!
