The "New" has been intentionally omitted from the title for this post. Rather than coming up with an unique, original twist for this special concept, I've just slapped the best parts of two mediocre specials together to get something better. By combining Tenta Missiles and Triple Inkstrike, we end up with a displacement special better designed than either individually.
Tactical Inkstrike
Provides the special user with two shoulder-mounter missile launchers very similar to those used for Tenta Missiles; the special user is provided with a targeting circle and can lock on to up to two enemy players within just over Triple Inkstrike's throwing range. Instead of firing a collection of missiles at each target, the Tactical Inkstrike fires a pair of Inkstrikes. Players have access to slowed swim form while wielding the launchers.
When locked onto by Tactical Inkstrike, enemies are marked and warned by the same indicator as Tenta Missiles. After four seconds, the strikes will begin to crash down at the targets' locations, having the same delay between locking on and landing as Triple Inkstrike and always locking dead centered on the target. If a single enemy is targeted by both strikes, there is a four second delay between when the two lock on. The radii of the strikes are slightly larger than those of Triple Inkstrikes.
This concept is overall extremely simple. Take baseline Tenta Missiles, limit its range and targeting, and replace its inconsistent missiles with ultra-consistent inkstrikes. Then, because the inkstrikes can only be used to directly target players, they can't be used to cheese objectives like Splat Zones or the Tower Control tower; and because there's a decent delay between when the strikes are fired and when they land, agressive weapons can actually follow up on the special's displacement. I personally think that this special strikes an excellent balance between having good displacement power and mitigating annoyances. ... Anyway, here are the obligatory example kits:
