The Octarian neighborhood (can become its own town if an abandoned section of Inkopolis becomes bigger) is a traditional Octarian settlement. Octolings are highly valued to the point where a king and queen of sorts is placed at the very top, but this settlement is also a safe place for the other Octarians. Visitors from other species are allowed to, well visit, but they don't get permission to actually live there. This is because the Octarian neighborhood also serves as a center for research and development for Octarian society that will eventually migrate to the surface.

There are examples of research and development like breeding Zapfish, repelling water waves, and creating transparent ink that can be swam into by any cephalopod regardless of ink color. Interference with those things are highly intolerable and as such, the neighborhood have it's own set of laws separate from Inkopolis itself. Despite all of this, there is actually a lot more freedom in the neighborhood walls than an outsider might think. An Octoling or Octarian can live there for free as long as they provide funds for the neighborhood itself since research and development require funds to move forward. Living there for free is possible due to the Octarians there already having developed a way to combine oxygen and hydrogen to create infinite water as well as using any sort of energy production method that doesn't involve burning anything to create it, so a positive side effect being that there are no pollutants created from energy production.

Octolings in that neighborhood are seen as potential parents for future generations so the Octarian species can keep going. The Octoling king and queen are from opposite Octarian species that actually used to be one Octarian species originally: the Ringed Octarians and the Crimson Octarians. Octolings from these two species who crossbreed with the other half are eventually blessed with an Octoling child who has a very high chance at succeeding in life due to the recombination of the two genes that were split apart. Unknown to most, this will spark the inevitable end of separate gene Octarians while the recombined Octarians will be the only ones of these two species left. But those that do know understand that this needs to happen to avoid division of their society.

Does the Octarian neighborhood have labs to breed evolved Salmonids? Does Mr. Grizz live there?
Not at the current moment, it could happen, but given how they view Salmonids as savages, they will only breed Salmonids if they become an endangered species, and no, they simply won't accept shady individuals running any important operation at all, so Mr. Grizz doesn't live there.

Also, forgot to mention the punishments for breaking the laws in the neighborhood. First is a serious warning, but this only counts for less severe crimes. If a law is broken the second time by the same individual, this individual is sent to prison, but for more severe crimes, this punishment happens immediately the first time. The third and final punishment is a permanent solution, which is banishment from the neighborhood entirely, this is the second punishment dolled out to those who already committed one of the more severe crimes the first time and commits another more severe crime. Visitors who commit the crimes are banned from visiting the neighborhood and are reported to Inkopolis's law enforcement if the crimes are more severe, but for less severe crimes, only the ban occurs.

The laws of the Octarian neighborhood include but are not limited to (the levels of crime committed is noted in the parenthesis):

No splatting of Octolings unless they are tied to a Spawn Point. (More severe)

No splatting of tentacle Octarians at all. (More severe)

Defacing buildings is not allowed unless permitted by the owners. (Less severe)

Tempering with research and development is not allowed unless done for a really good reason. (More severe)

Self-defense and defending others are the only valid reasons in which an individual can attack another. (More severe)

Destruction of property is not allowed unless the owner gives full permission. (Less severe if minor, more severe if major)

I guess I should update this since I forgot to add more details.

While living alone or with a pet is allowed, the Octarians in this neighborhood value family above all else. As such, Octolings tend to have an even number of children, with half of the children being Octolings and another half being Octarians created from tentacles. The family value also extends to commitment, as safety nets to ensure the continuation of bloodlines are available and must be made available according to the law. It's extremely common to see a family consisting of an adult female Octoling, an adult male Octoling, two Octoling children, and two Octarian children (one being from the mother and the other being from the father).

Children are taught to respect each other, their parents, and others. Also being taught not to let arguments go too far. As such the Octolings as well as the Octarians from this neighborhood are more respectful to those they meet.

When coming of age, both Octolings and Octarians are taught about their own biology as well as the differences between how an Octoling is brought into the world and how an Octarian is brought into the world.

Outside pressures have no effect on the subjects that are taught, and Octarians that are not Octolings are actually more intelligent than the Octarians found living elsewhere in Inkadia.

Another group of facts coming:

In the Octarian neighborhood, it's illegal to alter fundamental subjects (which include biology) taught in the schools, not even the leaders are allowed to do so. This is a steel-bound law that can never be changed or dropped.

Octarian religion involves the worship of three gods: The god of strength, courage, and leadership (appearance being that of an adult male Octoling), the goddess of fertility, hope, and kindness (appearance being that of an adult female Octoling), and the god of protection and resistance (appearance varies, but one consistency is that the appearance is that of an adult tentacle Octarian).

The energy source for the neighborhood actually comes from an energy generator that also powers itself, thus removing the costs of powering homes and other buildings by a lot.

Since today is Mother's Day, here's an explanation regarding Octarian children who are part of families that have both a mother and a father:

Unlike Octoling children who share genes from both the mother and the father, Octarian children actually don't have such attributes as they only share genes with only one parent. Female Octarians in this case, only have genes from their mother and have none from their father, which is unlike female Octolings, who actually have genetics from both the mother and the father.

However, a female Octarian who becomes the sister of an Octoling that shares her genes is defacto adopted by the father who also shares genes with her sibling, which is the reason why she refers to him as 'dad' or 'father' instead of by name. The mother is especially pleased by this as she knows her family is a lot more likely to stay together.

The Octarian neighborhood has its own military, which doubly acts as a search party as well as a group of secret agents who are sent on missions to attack and ultimately defeat criminal organizations. Basically, they deal with internal threats inside Inkopolis, and sometimes external threats to Octarians living there, such as a multi-pronged Salmonid invasion.

The Octarian military has very devastating weapons prepared in the event of any enemy becoming too strong for small-scale attacks to deal with. Some of these were confiscated from enemy armies that were fought and defeated. However, these weapons are kept as secretive as possible and under the watchful eyes of only the most trustworthy members of the military.

They know that if one of these weapons were ever captured by an enemy, the consequences would be immense and potentially end entire civilizations. The commander is in charge of making sure there are no spies or double agents within the military's ranks.

Due to being in Inkopolis and to facilitate funding, the Octarian neighborhood uses the same currency as Inkopolis since it's far easier to fund its operations than having to convert one currency to another. This is especially helpful as Octolings were in charge of donating the funds so the rest of the Octarians can have the jobs needed to sustain themselves.

The Octarians only having jobs inside the neighborhood is actually only temporary, as there is a movement in Inkopolis to allow tentacle Octarians to get jobs in the city, this movement started by the Octolings themselves. It only becomes stronger as more tentacle Octarians start exploring Inkopolis in broad daylight. This wasn't a smooth change though, as the people inside the city started getting suspicious of them. But the people who made friends with tentacle Octarians find out that they are not bad people at all.

Tentacle Octarians are not allowed to go into any sort of ink battle that involves being splatted, it's a law that the neighborhood created with Inkadia and is in the process of creating with the Splatlands. While Inkadia and the Splatlands have their own reasons, for the Octarian neighborhood it's for the safety of the tentacle Octarians.

Octolings can only participate in ink battles that has a way of bringing them back, which is why they are allowed to take shifts at GrizzCo, because GrizzCo is compliant with this law to be able to get more workers.

There is another agreement that GrizzCo has with the Octarian neighborhood: As long as GrizzCo rewards workers for their work properly, the Octarian neighborhood will keep letting its Octolings take shifts at GrizzCo.

The agreement comes in because GrizzCo is already sending workers to fight the enemy of the Octarians who live on the surface: the Salmonids, who have already launched an attack on the Octarians who live on the surface at least once.

This is also good tactically because it means that King Salmonids will always appear far away from the Octarian neighborhood, even when Inkopolis is invaded by the Salmonids from time to time.

In the event of a Salmonid invasion, tentacle Octarians are sent to places where Grizzco hasn't set up outside of the neighborhood, they are typically sent where the water levels don't reach them. This is a way to force the Salmonids back to the sea, the Octarian weaponry used is specifically made to doubly counter Salmonid attacks.

As stated before, Octolings are sent to Grizzco so they can help repel the Salmonid invasions. This helps keep King Salmonids away from the tentacle Octarians fighting both the lesser and boss Salmonids. Not all Octolings are sent to fight the Salmonids, for example, young Octoling children stay with their parents at home so their parents can protect them in the event of a breach in the security.

So far, no breaches have happened thanks to some tentacle Octarian guards being on the lookout, ready to splat any Salmonid on sight. After a Salmonid invasion has been completely repelled, the Octarians send their Octostrikers to key Salmonid islands not being used by Grizzco and launch Inkstrikes to potentially deter future Salmonid invasions.

The Octarians who live in the Octarian neighborhood don't celebrate Octivus, but they do celebrate a version of Squidmas fittingly named Octomas, which has the same traditions of Squidmas, but their own version involves an entity known as the Great Octo, an entity known to spread joy to Octarian and Octoling children through gifts, but oftentimes the gifts aren't necessarily needed to spread said joy, just his presence is enough.

Octarians and Octolings don't wait until close to Octomas season to buy their gifts so to avoid a busy time and items being out of stock. While the holiday is called Octomas, many Octarians actually use the ancient name of the human version, which is Christmas, however, the traditions are still the same. There is no difference aside from what children believe in.

This is yet another way how the Octarians on the surface had developed a completely different culture than the underground Octarians after escaping said underground. Committing to do distance themselves away from the underground culture as much as possible.
