the weapon is too inconsistent with its shots to make the +4 damage worth it.

First of all, I fixed that issue with the consistent accuracy change.
Second of all, Jr. currently does 28 damage per shot, meaning it's only a 2 damage increase. Not knowing the weapon's stats doesn't help your case when you're trying to argue it's undertuned.
