Is Splatoon "Incomplete" at launch?

It's not really incomplete or lacking honestly.

There's a full blown first player mode and a briefly limited multiplayer mode. Honestly it seems that they deliberately staggered the multiplayer features in order to get everyone used to how the game plays. The last thing any new player will want is to get crushed by all these organized teams coming in right off that bat and pubstomping the crap out of people. For a new player, that's no fun at all nor does it incentivize continuing to improve.

I can't imagine even an organized team would be pubstomping-levels of good on the first day of release

Well we'll have three beta tests already, so there's some basic knowledge of the early game available. Then add an organized group using voice chat and it's quite likely you'll have early stomping teams until people figure out what's going on.

Maybe not the first day, but definitely within the first couple of weeks.

It really depends on one's definition of "complete". Some may be content with what's already going to be offered at the launch date and some are waiting for additional implementation from dlc.
