Time scumming?

Hi i was watching a thatsrb2dude's 96 gal gear setup vid and he mentioned something about time scumming for getting his pure defence goggles. I was wondering what this was and whether it was much different to save scumming. Thanks

It's something involving changing the timezone, but I'm not really sure how it works. I think you have to change to a timezone around midday and then change to a timezone where is is about to be midnight after ordering and then wait till midnight passes and collect your gear if it has the right perks? Just a guess.
