That's probably just lag. I used to have a problem with that too. Laggy matches are very difficult to get the upper hand in. Especially slight lag can cause a delay in your input of buttons to the point where you feel like the controller isn't doing what you tell it to do. Ever since I've got an extremely good router though, it worked so much better for me.
Though if you're playing with CPUs locally, that's a different story. CPUs read button inputs instead of actually reading your moves like a real player and generally work entirely different. They very often also make players forget about pummling too, because they can release themselves from a grab in an instant like no player online possibly could. You can learn extremely bad habits by fighting CPUs. You need to be careful to not get used them.
