Hmmm, since you can't get Cold Blooded with a shirt that's Tentatek or Splash Mob, you could use Tentatek shoes? Maybe that'll help you narrow down your searches. O:

You actually can get a Cold Blooded shirt from Splash Mob: The Sage Polo. It's only a one star, but I dropped some Super Sea Snails on it and it became my go-to sniping shirt.

I run the Black arrowbands with the white anchor tee, and on that tee it has the main Ninja Squid, and damage ups for the mini perks.

Damage Ups are very important as they allow you to splat an opponent with less charge time.
