IIRC, around 690,000 Japanese players were participating in the latest Splatfest which is a lot of people. So maybe they are improving their servers so it can keep up the demand next time.
Very possible. Granted, Splatoon is a P2P game so the server load is purely for score tallying and matchmaking, but with that volume of players, even that would be a strain on a server platform designed for a game they didn't even know would sell when they launched it.

I actually I believe that was also their highest number of participants recorded in a Splatfest which makes sense since this was after Christmas.
