It's a game ( also known as Jet Set Radio ) that was originally released on Dreamcast back in the 90s, Splatoon reminds me of it, you shpuld google it up and watch some gameplay of it, has some pretty neat characters and good music, they made a sequel called Jet Set Radio Future for Xbox as well
