His name is Ruby from the Ruby/Sapphire/ORAS manga. He was attacked by a Salamence when he was a kid while protecting Sapphire from it. Now he hates Salamence in general and is triggered while currently eyeing with one; showing off his scar. Also one of my favorite trainer/characters!
