That would lead to how I played chargers at first, which is aiming way to the side and flicking every shot. Doesn't feel any more fair to fight, but feels way worse to try to use since you're forced to do this (instead of me doing it because I didn't know better)

Well, chargers need some form of nerf and thinking of a meaningful one while keeping their identities intact is really difficult. Any ideas for changes are welcome at this point.

It has Liter's problems to a lesser extent. I'd probably be fine with keeping the normal Charger unchanged, but Splatterscope is arguably worse than E-liter due to its faster charge time without sacrificing as much range. I do think scoped chargers need to either be removed or reworked to have the same range as their unscoped counterparts.

What do you guys think would be an appropriate cooldown for using a Splat Bomb? Five seconds, eight, or ten?
I plan to make a post covering sub weapon cooldowns and a baseline opinion would make for a very useful starting point.

I meant it already is enough.
If you're going to change something, white ink frames seem more reasonable. That way it doesn't remove your ability to use your main after, but still makes them harder to spam.

I suppose since you already proposed removing splash radii as a way to nerf bomb spam, your opinion that they don't need to have their cooldowns increased is fine. Otherwise I would be severely questioning your thought process.
